364 <br /> <br />February 7. 1978 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />Frank N. Bilisoly, Rev. J. R. Wilkerson, Belvin W. Blachman, Harrison Miller, Charles R. Hudgi <br />be appointed viewers and Robert Reed be appointed an alternate viewer in the event one of the <br />preceding viewers fails to participate, said viewers to view the hereinafter described portion <br />of such streets and to report to this Council in writing whether in their opinion any, and <br />if any, what inconvenience would result in vacating and closing the following: <br /> <br />PARCEL I INDUSTRIAL AVENUE <br /> <br /> All that portioh!~f Industrial Avenue north of Wesley Street as shown on <br />Tax Plate 1OO and being further described as follows: <br /> <br />Beginning at the northeast intersection of Industrial Avenue and Wesley <br />Street; thence running north approximately 235'; thence west 60'; thence <br />south 235'; thence east 60' to the point of beginning. [S-77-30) <br /> <br /> Z8-56 <br />Treasurer to <br />assessment. <br /> <br /> PARCEL II BRIGHTON STREET <br /> <br />Beginning at the northwest right of way line of the intersection of Elm <br />Avenue and Brighton Street; thence west along the north right of way line <br />of Brighton Street to the east right of way line of Camden Avenue; thence <br />south 55 feet to the south right of way line of Brighton Street; thence <br />east along the south right of way line of Brighton Street to the west <br />right of way line of Elm Avenue; thence north 35 feet to the north right <br />of way line of Brighton Street, the Point of Beginning. (S-78-32)" <br /> <br /> Ayes: Barnes, Early, Elliott, Oast, Davis <br /> Nays: None <br /> <br /> "Consideration of a motion authorizing the City Assessor to abate and the City <br /> refund, with interest, $106.02 in Real Estate Taxes due to an error in over <br /> <br /> This refund will be made on lot 35, Pinehurst Section 1, from map 764, parcel 230. This <br />refund is for the first and second quarters of 1977-78. The City Manager recommends &doption. <br /> Motion of Mr. Barnes, and seconded by Mr. Elliott, that authorization be granted to <br />refund $I06.:8'2,..plCs~int~st:~ tO-First Service-Amity for first two quarters of 1977-78, <br />and was adopted by unanimous vote. <br /> <br />- NEW BUSINESS <br /> <br /> 78-60 <br />Project, spoke concerning public safety in the vicinity of the Norfolk Naval ShipyArd. <br />(See Exhibit 78-60) <br /> <br /> CaptAin Alfred Kurzenhauser, Commanding Officer of the Norfolk Naval Shipyard, spoke <br />regarding crime that-had taken place in and around the Navy Yard. <br /> Warren L. Holland, Sr., 555 Mt. Vernon Avenue, representing Federation of Civic Clubs <br />Portsmouth, spoke of the Clubs' interest and involvement in crime prevention in the city. <br />(See E~hibit~78-60) <br /> 78-61 Motion of Mr. Barnes and seconded by Mr. Elliott to go into the election of <br />members to Boards/Commission, and was adopted by unanimous vote. <br /> <br />Rev. Charles Kettlewell, 5 Alton Parkway, representing Portsmouth Urban Ministry <br /> <br />of <br /> <br />Mr. Barnes nominated the following: <br /> <br /> Norfolk/Portsmouth Citizens Committee for Economic Development <br /> <br /> Raymond S. Joseph to be appointed replacing William H. Blackwell, Jr. who resigned. <br /> Motion of Mr. Barnes seconded by Mr. Elliott, to close nominations, and the above member <br />was elected to said Board/Commission as designated, and was adopted by unanimous vote. <br /> <br />On motion meeting adjourned. <br /> <br />APPROVED <br /> <br /> Mayor <br /> <br />City Clerk <br /> <br />lS <br /> <br /> <br />
