<br /> 78-30 The following ordinance approved on first reading at the regular meeting of
<br />January 24, 1978, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $34,272 FROM THE MENTAL HEALTH FUND FOR MATCHING
<br />FUNDS FOR TITLE XX DOLLARS TO BE USED TO SUPPORT THE RESIDENTIAL ALTERNATIVES
<br />AND CHORE-COMPANION HOMEMAKERS PROGRAM."

<br /> On motion of Mr. Early and seconded by Mr. Barnes, the ordinance was adopted, and by
<br />the following vote:

<br />Nays: None
<br />
<br /> The following reports from the ~ity Manager were presented:
<br />
<br /> 78-46 - "Consideration of an ordinance on first reading to appropriate $80,500 from the
<br /> Capital Improvements Fund for the purchase of 4.6 acres of land from the Virginia Port Author
<br />ity for expansion of the Pinners Point Sewage Treatment Plant.
<br />
<br /> This appropriation will provide the necessary funds to purchase the 4.6 acres of land
<br /> adjacent to the Pinners Point Sewage Treatment Plant for the planned expansions of the second
<br /> ary treatment upgrade which is now in final design. The property has been appraised and
<br /> the $80,500 is the appraised value and is in line with other property that has been purchased
<br /> or sold by the City in this area. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinan~was approved
<br /> on first reading, and by unanimous vote:

<br /> "AN O,RDINANCE TO APPROPRIATE $80,500 FROM THE CAPITAL IMPROVEMENT FUND TO PU,R, CHASE
<br /> 4.6 ~CRES OF LAND FOR EXPANSION OF THE PINNERS POINT SEWAGE TREATMENT PLANT.

<br /> 78-4~- Consideration of an ordinance on first reading to appropriate $75,000 from the
<br />Capital Improvements Fund for the engineering and construction of softball fields in Church-
<br />land Park~construction of youth athletic facilities at S.H. Clark~, and street trees and land-
<br />scaping at various locations throughout the City.
<br />
<br /> This appropriation will provide $40,000 for Churchland Park for design, clearing and
<br />grading, as well as construction of two softball fields; which will include fencing and sports
<br />lighting on the field. $25,000 of this appropriation will be used for construction of youth
<br />athletic fields, lighted basketball courts, and site development at S. H. Clark~School. The
<br />balance of this appropriation, $10,000, will he used for the street tree planting program and
<br />landscaping at various lo©ations throughout the City. All three projects were included as
<br />part of the 1977-78 Capital Improvements Work Program. The City Manager recommends adoption.'

<br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ord~inance was approved

<br />"AN ORDINANCE TO APPROPRIATE $75,000 FROM THE CAPITA~ IMPROVEMENT FUND FOR
<br />ENGINEERING AND CONSTRUCTION OF SOFTBALL FIELDS AT CHURCHLAND PARK, CONSTRUC-
<br />TION OF YOUTH ATHLETIC FACILIFIES IN THE S. H. CLARKE SCHOOL AND STREET TREES
<br />AND LANDSCAPING AT VARIOUS LOCATIONS."

<br /> 78-48 "Consideration of an ordinance on first reading to appropriate $16,254 from the
<br />Grants Fund to provide a program of night security at each of the three City parks.
<br />
<br /> This appropriation will provide the necessary funds to provide a program of night
<br />security at the three City parks, to be administered by the Department of Parks and Recreation
<br />The project involves the hiring of three security guards to work at night at the City parks
<br />and to aid the two individuals currently assigned to each park to handle all the management,
<br />programming and security. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $16,254 FROM THE GRANTS FUND TO PROVIDE PARK
<br />SECURITY AT NIGHT IN EACH OF THE THREE CITY PARKS."
<br />
<br /> 78-49 'Consideration of an ordinance on first reading to appropriate $17,500 from the
<br />Grants Fund to establish the position of Juvenile Programs Coordinator for the City of Ports-
<br />mouth.
<br />
<br /> This appropriation will provide the necessary funds to establish the position of Juvenile
<br />Programs Coordinator. It will be the duty of the coordinator to analyze, review, and maintain
<br />files on juvenile activities in Portsmouth (delinquent and non-delinquent) as well as $tate
<br />and national information. The person will assist any City agency, public or private, with
<br />statistical information, program implementation, volunteer placement, or any aid deemed neces-
<br />ary concerning programs for juveniles. This person will be responsible for committing youth
<br />serving agencies to delinquency prevention programs and for coordinating the planning efforts
<br />of public and private agencies. The City Manager recommends adoption,on first reading."
