February 281~ 1978 <br /> <br /> 78-77 - "Consideration of a motion recognizing the creation of the Portsmouth Criminal <br />Justic~ Coordinating Council by the City Manager. <br /> <br /> 'The purpose of the Council is to provide a merchanism for coordination of services and <br />exchange of information among the various member agencies and organizations~and te facilitate <br />E~p~e~h~r~s~-e planning in the criminal justice system. The Coordinating Council will consist <br />of the'Chief Administrator or Principal from the Circuit Court, Commonwealth's ~ttorney, <br />Civil Defense/Communications, Grants, General District Court, Juvenile & Domestic Relations <br />Court, Sheriff, and Social Services. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to concur in the recommendation of <br />the City Manager that the creation of the Portsmouth Criminal Justice Coordinating Council <br />be recognized, and was adopted by unanimous vote. <br /> <br /> 78-49 "Consideration of an ordinance on first reading to appropriate $17,S00 from the <br />Grants Fund to establish the position of Juvenile Programs Coordinator for the City of <br />Portsmouth. <br /> <br /> This appropriation will provide the necessary funds to establish the position of Juvenile <br />Programs Coodinator. It will be the duty of the coordinator to analyze, review, and maintain <br />files on juvenile activities in Portsmouth (delinquent and non-delinquent) as well as State <br />and national information. The person will assist any City agency, public or private, with <br />statistical information, program implementation, ~olunteer placement, or any aid deemed <br />necessary concerning programs for juveniles. This person will be responsible for committing <br />youth serving agencies to delinquency prevention programs aha for coordinating the planning <br />efforts of public and private agencies. The City Manager recommends adoption on first <br />reading." (Deferred from the meeting of February 7, 1978) <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on fir§t reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $17,500 FROM THE GRANTS FUND FOR THE ESTABLISHMENT <br />OF A JUVENILE PROGRAMS COORDINATOR FOR THE CITY OF PORTSMOUTH." <br /> <br />- NEW BUSINESS <br /> <br /> 78-79 Dr. Thomas J. <br />presentation: <br /> <br /> 'The recent outbreak of violent crimes in Portsmouth <br />even outrage, among the citizens of Portsmouth. <br /> <br /> The two murders in which the victims were apparently <br /> <br />Powers, President of Kiwanis Club of Portsmouth, made the following <br /> <br />has generated considerable concern, <br />picked at random without provocation <br /> <br />are particularly frightening. Some media coverage of reaction to these two crimes, along <br />with another murder and other violent crimes which resulted in less severe damage to the victi~ <br />does not focus on the important measures which can be taken to reduce crime and fear of crime. <br /> <br /> There are many groups, both professional and volunteer, which have devoted many hours <br />and much effort in reducing crime and the fear of crime in Portsmouth. Among these are the <br />Portsmouth Police Department, Community Action Incorporated, and the Chamber of Commerce. <br />Numerous other organizations have active programs to achieve a more secure feeling of public <br />safety in Portsmouth. Considerable progress has been made, particularly in some of the high <br />crime areas. <br /> <br /> the most significant outcome of the recent tragedies caused by these violent crime, s <br /> Perhaps <br />would be for citizens to become more involved in the public safety and crime prevention effort <br />Portsmouth citizens can become involved to whatever extent they desire because of the excellent <br />programs available to t~m. The Portsmouth Police Department's CRIME PREVENTION DIVISION <br />(393-8359 or 393-8350) can answer questions as to the programs they have and also give you <br />information on volunteer organizations that have active programs. Citizen participation ~n <br />these programs has the potential of being the most dominant and constructive force in reducing <br />the fear level of crime among Portsmouth citizens and make Portsmouth's public safety image as <br />admirable as it All-America City image. <br /> <br />You can volunteer to make this possible. <br /> <br /> The above position was unanimously endorsed by <br />Kiwanis Club on February 15, 1978.
