<br /> At a regular meeting of the City Council held on February 28, 1978, there were present:

<br /> L. Oast, Jr., Robert T. Williams, City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> Rev. J. Sherrick Gilbert, Pastor, First Presbyterian Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Elag.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Oast, minutes of the called meeting of February
<br />7, 1978, minutes of the regular meeting of February 7, 1978 and minUtes~of the Public Hearing
<br />meeting of February 13, 1978, to be approved as received, was adopted by unanimous vote.

<br />UNFINISHED BUSINESS -

<br /> 78-46 - The following ordinance approved on first reading at the regular meeting of
<br />February 7, 1978, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $80,500 FROM THE CAPITAL IMPROVEMENT FUND TO
<br />PURCHASE 4.6 ACRES OF LAND FOR EXPANSION OF THE PINNERS POINT SEWAGE TREATMENT
<br />PLANT."

<br /> On motion of Mr, Barnes and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:

<br /> 78-47 The following ordinance approved on first reading at the regular meeting of
<br />February 7, 1978, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $75,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />ENGINEERING AND CONSTRUCTION OF SOFTBALL FIELDS AT CHURCHLAND PARK, CONSTRUCTION
<br />OF YOUTH ATHLETIC FACILITIES IN THE S. H. CLARKE SCHOOL AND STREET TREES AND
<br />LANDSCAPING AT VARIOUS LOCATIONS."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the ordinance was adopted, and by the
