<br /> The appropriation will provide the necessary funds for payment of prgoress bill #7, which
<br />has been received from the Virginia Department of Highways and Transportation. The progress
<br />billing currently on hand brings the total billings to date to $1,784,712, of which $972,018
<br />has been paid. This appropriation represents the total allocation in the Capital Improvements
<br />Program through Fiscal Year 1979-80. This appropriation together with the $1,132,000 previous
<br />ly appropriated brings the total appropriated as City cost to $2,237,800. The City Manager
<br />recommends adoption on first ~eading."

<br />con~inuatmon of the Emergency Medical Services program within the City of Portsmouth. The
<br />current contract expires on April 30, 1978. The previous twelve (12) months were funded
<br />from Anti-Recession Fiscal Assistance Funds for a contractual agreement of $221,966. The Cit'
<br />Manager recommends adoption on first reading.

<br />the viewers. A copy of the viewers report is attached together with plats showing the portion
<br />of the streets to be closed. The City Manager recommends adoption."

<br /> 78-90 - "Consideration of a resolution contracting to guarantee up to $326,000 to the
<br />Southeastern Public Service Authority of Virginia on certain conditions; authorizing the
<br />issuance of $326,000 in bonds to be known as General Obligation Bonds of the City of
<br />Portsmouth for the purpose of Community Services.

<br /> The Southeastern Public Service Authority has provided fort~he issuance, at this time,
<br />of its notes in the aggregate principal amount of $1,931,000; for the purpose~f providing
<br />funds for paying a part of the costs for planning and design of a Resource Recovery Project,
<br />utilizing refuse as fuel and contracting ~th the U.S. Navy forithe sale of steam. The City
<br />of Portsmouth is hereby pledging the full faith and credit of the City to the payment of such
<br />contract for an obligation in the amount of $526,000. It is anticipated that the $526,000
<br />which will become bond anticipation notes of the Authority will be issued as part of the
