<br />Point Waterfront Company recorded in the Clerk's Office of the Circuit Court
<br />of the City of Chesapeake, Virginia, in Map Book 4, Page 32; and Lot 336 on
<br />th~el plat of Portsmouth Waterfront Land Company recorded in the aforesaid Clerk's
<br />Office in Map Book 3, Page 9.

<br /> The Portsmouth Redevelopment and Housing Authority has made application to vacate a
<br />portion of an unnamed lane located in the Mount Hermon section~of the City. Pursuant to
<br />State law this resolution ~ill appoint viewers to report their recommendations to the Council
<br />The City Manager recommends adoption."

<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING: A PORTION OF AN
<br />UNNAMED LANE.
<br />
<br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority has made application
<br />to vacate, close and discontinue the hereinafter described portion of certain streets,
<br />and it appearing that Notice of Application and request for the Appointment of Viewers
<br />was duly posted March 29, 1978 on the bulletin board of the General District Court, Civil
<br />Division, of the City of Portsmouth and the bulletin board of the Circuit Court of the
<br />City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Frank N. Bilisoly, Simond P. Arrington, L. A. Clark, Robert Reed, Harrison Miller
<br />and Raymond Tweed be appointed an alternate viewer in the event one of the preceding viewers
<br />fail to participate, said viewers to view the hereinafter described portion of such street
<br />and to report to this Council in writing whether in their opinion any, and if any, what
<br />inconvenience would result in vacating and closing the following:

<br /> pared by B. Stuart Ball & Associates, Ltd'., Surveyors and Planners, Portsmouth,
<br /> Virginia, dated January 3, 1978, a copy of which is attached hereto.

<br /> ALSO DESCRIBED AS: Beginning 143 feet west from the northwest corner of Douglas
<br /> Avenue and Queen Street (now closed); thence north 224.11 feet; thence west 9 feet;
<br /> thence south 223.43 feet; thence east 9 feet to the point of origin."

<br /> 78-125 - "Consideratinn of a resolution scheduling a budget conference to be held fol-
<br />lOWing the Council meeting of April 25, 1978.
<br />
<br /> The City Manager will present the proposed t978~79 Operating Budget to the Council on
<br />April 25, 1978. At this conference, the City Manager will re~iew the proposed 1978-79
<br />budget with the Council. This is a working conference in which the public is invited to
<br />attend but is not permitted to participate in the conference. A public hearing will be
<br />held on May 9, 1978, pursuant to State law, in which the public will be invited to participat~
<br />The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following resolution was adopted:

<br />"A RESOLUTION SCHEDULING A PUBLIC BUDGET CONFERENCE TO BE HELD AT THE CITY
<br />COUNCIL CHANBERS, MUNICIPAL BUILDING, ON APRIL 25, 1978 AFTER THE SCHEDULED
<br />CITY COUNCIL MEETING.
<br />
<br /> WHEREAS, Chapter 21 of Title 2.1, Code of Virginia, 1950, as amended, requires the
<br />discussions of proposed budgets of a public body to be held in public; and
<br />
<br /> WHEREAS, the public is invited to attend and observe without expressing their views
<br />concerning such budget; and
<br />
<br /> WHEREAS, a public hearing will be held on May 9, 1978, whereat ~the public may express
<br />such views.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that a public budget conference will be held at the City Council Chambers, Municipal Building
<br />on April 25, 1978 after the scheduled City Council Meeting."
