<br />At a regular meeting of the City Council, held on May 9, 1978, there were present:

<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., Robert T. Williams,
<br />City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> In accordance with resolution adopted on April 25, 1978, the meeting was held in the
<br />T. A. Willett Auditorium, Woodrow Wilson High School, beginning at 7:30 p.m.
<br /> The Rev. Fred S. Hopkins, Pastor, Church of God, opened the meeting with prayer, followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.

<br />Leslie L. Fry, Jr., Chairman, Portsmouth School Board, school budget.
<br />Dr. M~ E. Alford, Supt. of Schools, commended the City Manager on his statement to the Su~-
<br />Committee of the House Appropriations Committee, and spoke on school funds at state level!
<br />Dick Blottenberger, 3000 Detroit Street, representing Portsmouth Education Association,
<br />spoke concerning school salaries for teachers.
<br />Ms. Marion Christian, 800 ~istonLane, spoke regarding school budget and salaries for
<br />teachers.
<br />Ms. Rosa Wells, 5632 High Street, W., member of Portsmouth Education Association, spoke
<br />on school budget.
<br />Colin N. Ramsay, Director of Administration, Virginia Chemicals, Inc., spoke regarding
<br />machinery and tool tax, an increase would discourage industry locating ~n Portsmouth.
<br />Michael J. Service, 4C12 Tarnywood Drive, representing Portsmouth Chamber of Commerce,
<br />spoke regarding increase of taxes.
<br />Mrs. Velma Topping, 4618 South Street, spoke regarding school budget and bussing of
<br />students.
<br />Earl W. Bowman, 6 Kenned)- Drive, representing Parks & Recreation Commission, presented
<br />letter received from N. J. Brown, Jr., Chairman, Parks 8 Recreation Commission (See
<br />Exhibit 78-145) and related to items attached, requesting Community Education be changed
<br />to 11027.
<br />Harrill H. Young, 441 Chautauqua Avenue, spoke concerning tax increase on gas consumptioI
<br />Lewis F. Baxter, Jr., 233 Riverside Drive, spoke with reference to food stamps, welfare
<br />program and street lights.
<br />Ms. Gertha L. Griffin, 3421 Dowries Street, representing Aides in Public Schools, spoke
<br />concerning salaries to aides.
<br />Frank L. Kirby, Jr., representing Mayor's Committee for the Handicapped, presented the
<br />following motions recommended by two subcommittees of the Committee:
<br />
<br />1. That the parking spaces reserved for the handicapped on City and private
<br /> property should be strictly enforced by the Police Department at the direction
<br /> of the City Council and the City Manager.
<br />2. That the City Council consider the adoption of a local ordinance pertaining
<br /> to tax relief for the handicapped and the disabled in accordance with State
<br /> enabling legislation and with Local laws pertaining to tax relief for the
<br /> elderly.
<br />
<br />Bill Craft, Vice President of Associated Naval Architects, spoke against
<br />machinery and tool taxes.
<br />Larry D. Mallonee, 918 Chumley Rd., spoke regarding school budget.

<br /> 78-130 - The following ordinance approved on first reading at the regular meeting of
<br />April 25, 1978, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $51,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE REPLACEMENT OF FIVE TENNIS COURTS LOCATED AT I. C. NORCOM SCHOOL."
<br />
<br /> Miss Robin L. Hurdle, 2705 Hickory Street, representing I. C. Norcom Student Body, spoke
<br />regarding tennis courts at I. C. Norcom.
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the ordinance was adopted, and by the
<br />following vote:
