19 <br /> <br />,~a~ 30,__ 1978_ <br /> <br /> Motion of Mr. Early and seconded by Mr. Wentz, to concur with the report from the City <br /> Manager, and was adopted by unanimous vote. <br /> <br /> 78-176 - "Consideration of a motion endorsing the petition of the Norfolk Port and <br /> Industrial Authority to the Civil Aeronautics Board outlining our objections to the cessation <br /> of United Airlines service to Washington National Airport. <br /> <br /> This motion to include a request that the City Attorney draft an appropriate resolution <br /> on behalf of the Council and forward same. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was <br /> adopted, and by the following vote: <br /> <br /> "A RESOLUTION STRONGLY OPPOSING THE PROPOSED CESSATION OF AIRLINE SERVICE <br /> BY UNITED AIRLINES TO WASHINGTON NATIONAL AIRPORT AND THE REDUCTION OF AIR <br /> SERVICE TO NORFOLK INTERNATIONAL AIRPORT BY UNITED AIRLINES. <br /> <br /> WHEREAS, United Airlines has proposed cessation of all airline service to Washington Nati <br />Airport from Norfolk International Airport; and <br /> <br /> WHEREAS, United Airlines has proposed to reduce airline service from Norfolk Internationa <br />Airport by deleting five flights a day or a total reduction of 5S.7%; and <br /> <br /> WHEREAS, the Norfolk International Airport serves as the regional airport for the cities <br />of Chesapeake, Norfolk, Portsmouth, Suffolk and Virginia Beach, in addition to ihe areas sur- <br />rounding ~amp; ~d <br /> <br /> WHEREAS, such cities are a national defense center with a great number of military per- <br />sonnel traveling by air daily; and <br /> <br /> WHEREAS, such cities are well known as tourist centers throughout the entirety of this <br />country; and <br /> <br /> ~EREAS, said cessation and reduction is not only an affront but a serious threat to such <br />cities economic existence as well as their citizen's convenience and general welfare. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Council vociferously opposes the proposed unjustified cessation of air service from Nor- <br />folk International Airport to Washington National Airport by United Airlines. <br /> <br /> BE IT FURTHER RESOLVED that this Council also strongly opposes the proposed reduction of <br />air service by United Airlines from Norfolk International~Airport. <br /> <br /> BE IT FURTHER RESOLVED that the City Attorney is authorized to join, on behalf of the <br />City of Portsmouth, a petition for an investigation into service cuts proposed by United Air- <br />lines. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk distribute a copy of this resolution to the <br />municipal corporations in the Southeastern Planning District of Virginia; Norfolk Port and In- <br />dustrial Commission; U. S. Congressional members representing Portsmouth; members of the <br />General Assembly of Virginia representing Portsmouth; and the President of United Airlines." <br /> <br /> Ayes: Barnes, Earlx, Elliott, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 78-177 "Consideration of an ordinance to amend the City Code pertaining to parking <br />of certain vehicles in residential districts. <br /> <br />This ordinance will make it unlawful for any person to park or permit to be parked a <br />school bus on a driveway entering any City street. An existing ordinance forbids motor buses, <br />vans, trucks, trailers, or semitrailers to be parked on the streets of the City in residential <br />districts. This ordinance is designed to prohibit the parking of school buses on residential <br />driveways. This ordinance to take effect July 1, 1978. The City Manager recommends adoption. <br /> <br /> Horace S. Savage, Jr., Assistant Supt. of P~bl%c~Schools, spoke against the ordinance. <br /> <br /> Ms. Joyce Blanchard, 360S Cardinal Lane, representing Portsmouth School Bus Drivers, <br />spoke in opposition. <br /> <br />Dr. M. B. Alford, Supt. of Public Schools, <br /> <br />spoke and presented the following <br /> <br />request: <br />"Since I received a copy of this proposed ordinance late Friday afternoon, it is respect- <br />fully requested that Council defer action on the ordinance to amend Section 23-211 of the <br />City Code until an impac~ study can be completed. <br /> <br />This study will seek to answer such questions as: <br /> <br />1. Will the ordinance have an adverse effect on the school transportation <br /> budget? <br />2. Will the proposed ordinance make it more difficult to retain experienced <br /> bus dirvers? <br />5. Is th~ proposed ordinance ~iscriminatory in nature? As written, the <br /> ordinance will apply only ~ buses thatq~ransport school children. <br /> Apparently. it will not apply to buses of the same size that t~ansport <br /> workers, Boy Scouts, Little League, etc. Many of these buses were <br /> formerly used as school buses. <br /> <br />~nal <br /> <br /> <br />
