August 22, 1978 Ayes~:. Barnes, Early, Blliott, GraY, Holley, Oast Nays: None 78-299 - "Consideration of a motion authorizing awarding of bid to the lowest responsible bidder for the construction of two softball fields at Churchland Park. The City Manager recom mends adoption." Motion of Mr. Early and seconded by Mr. Eltiott, to concur in the recommendation, that the bid beck, awarded to the lowest responsible bidder, and waa adopted by unanimous vote. 78-300 - "Report from the City Manager advising City Council that $4,000 has been trans- ferred from the Emergency Contingency fund to the Portsmouth Humane Society line item account. A letter outling the background and justification for the transfer is attached for your infor- mation.'' Motion of Mr. Gray and seconded by Mr. Early, that the report to be received as infor- mation, and was adopted by unanimous vote. NEW BUSINESS - 78-301 - Louis E. Turner, 127 Oregon Avenue, spoke regarding conditions in Oregon Acres, stating that Dakota ~Street unpassable, and ~i~t~!!io~ WYoming Avenue partially cut. No action taken. 78-502 - The following petition concerning Liston Lane and Stratford Street was presented "Th~-lack or,consideration we are receiving from Mr. Wheeler's office concerning his responsibilities in cleaning a ditch that runs between Stratford Street and Liston Lane. Although a nUmber of the concerned citizens in this area have been trying to get some- one from Mr. Wheeler's office to come out here and clean the ditch located between-Stratford St. and Liston Lane for the past three months, the ditch still remains filthy and full of weeds. We, the undersigned citizens want the City Council members to know that we object to this treatment. After all, we pay our taxes the same as the rea~ of the citizens of the Portsmouth area and we deserve the same consideration as any other neighborhood in%this city., Signed by Frank M. Pa~I, 804:Distort Lane and ~,tl0~ of Mr. Barnes and seconded by Mr. Early, the matter to be referred to the City Manager and the petitioner to be advised of the action, and was adopted by unanimous vote. 78-303 - E. T. Russell, 1128 Harrell Street, spoke regarding activities held by Parks and Recreation Department at City Park allowing young people to crab and fish from the Elizabeth RiVer; This being a violation of Section 52-15 of the State Code. Mr. Russell presented, newspaper clippings of the incident The City Manager was requested to invesi~Ea~ the matter, and a report be furnished to Mr. Russell. On motion meeting adjourned.
