The City Manager recom <br />mends adoption." <br /> <br /> Motion of Mr. Early and seconded by Mr. Eltiott, to concur in the recommendation, that <br />the bid beck, awarded to the lowest responsible bidder, and waa adopted by unanimous vote. <br /> <br /> 78-300 - "Report from the City Manager advising City Council that $4,000 has been trans- <br />ferred from the Emergency Contingency fund to the Portsmouth Humane Society line item account. <br />A letter outling the background and justification for the transfer is attached for your infor- <br />mation.'' <br /> <br /> Motion of Mr. Gray and seconded by Mr. Early, that the report to be received as infor- <br />mation, and was adopted by unanimous vote. <br /> <br />NEW BUSINESS - <br /> <br /> 78-301 - Louis E. Turner, 127 Oregon Avenue, spoke regarding conditions in Oregon Acres, <br />stating that Dakota ~Street unpassable, and ~i~t~!!io~ WYoming Avenue partially cut. <br /> <br />No action taken. <br /> <br />78-502 - The following petition concerning Liston Lane and Stratford Street was presented <br /> <br /> "Th~-lack or,consideration we are receiving from Mr. Wheeler's office concerning his <br />responsibilities in cleaning a ditch that runs between Stratford Street and Liston Lane. <br /> <br /> Although a nUmber of the concerned citizens in this area have been trying to get some- <br />one from Mr. Wheeler's office to come out here and clean the ditch located between-Stratford <br />St. and Liston Lane for the past three months, the ditch still remains filthy and full of <br />weeds. <br /> <br /> We, the undersigned citizens want the City Council members to know that we object to this <br />treatment. After all, we pay our taxes the same as the rea~ of the citizens of the Portsmouth <br />area and we deserve the same consideration as any other neighborhood in%this city., Signed <br />by Frank M. T. Russell, 1128 Harrell Street, spoke regarding activities held by Parks <br />and Recreation Department at City Park allowing young people to crab and fish from the <br />Elizabeth RiVer; This being a violation of Section 52-15 of the State Code.
