ORDINANCE NO. 2026-57 <br />AN ORDINANCE ACCEPTING ONE-TIME FEDERAL SUBSTANCE ABUSE <br />PREVENTION AND TREATMENT BLOCK GRANT FUNDS IN THE AMOUNT <br />OF $5,250 THROUGH THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR <br />USE BY BHS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts one-time federal Substance Abuse Prevention and Treatment <br />Block Grant funds through the Virginia Department of Behavioral Health and <br />Developmental Services and appropriates said amount in the FY 2026 Behavioral <br />Healthcare Service Fund Budget. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services for eligible training and technical assistance expenditures. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $5,250. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on May 26, 2026. <br />Teste: <br />City Clerk <br />
