ORDINANCE NO. 2026-56 <br />AN ORDINANCE ACCEPTING ONE-TIME STEP -VA ENHANCEMENT GRANT <br />FUNDS IN THE AMOUNT OF $323,482.60 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2026 <br />BEHAVIORAL HEALTH CARE SERVICE FUND FOR USE BY BHS TO <br />ENHANCE STEP -VA SERVICES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts one-time STEP -VA Enhancement Grant funds from the <br />Virginia Department of Behavioral Health and Developmental Services and appropriates <br />said amount in the FY 2026 Behavioral Healthcare Service Fund Budget. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to enhance eligible STEP -VA services. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $323,482.60. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on May 26, 2026. <br />Teste: <br />City Clerk <br />
