ORDINANCE NO. 2026-40 <br />AN ORDINANCE TO AMEND AND REORDAIN ARTICLE I (IN GENERAL) <br />AND ARTICLE II (CITY COLLECTIONS) OF CHAPTER 16 (GARBAGE AND <br />REFUSE) AND APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA FOR THE PURPOSE OF MODIFYING REQUIREMENTS AND FEES <br />PERTAINING TO WASTE COLLECTION, INCLUDING BULK WASTE. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That Sections 16-1 (Definitions), 16-2 (Violations of chapter), 16-4 <br />(Littering), 16-6 (Storage containers generally), 16-7 (Litter receptacles in public places), <br />16-10 (Refuse collection requirements), 16-31 (Abatement of violations of division), 16- <br />33 (Substances permitted in containers), 16-34 (Preparation of certain materials for <br />collection), 16-35 (Collection of bulk refuse generally), 16-36 (Frequency, times and dates <br />containers and bulk refuse to be placed for collection), 16-37 (Positioning of materials for <br />collection), 16-40 (Special pickup for moving), and 16-66 (Rates for automated containers <br />in the downtown commercial business district) of Article I (In General) and Article 11(City <br />Collections) of Chapter 16 (Garbage and Refuse) are amended as set forth on Exhibit A to <br />modify requirements and fees pertaining to waste collection, including bulk waste. <br />2. That Appendix A of the Code of the City of Portsmouth, Virginia (2006) is <br />amended as shown on Exhibit A to modify the fees for refuse collection. <br />3. That this ordinance shall take effect on July 1, 2026. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held <br />on May 12, 2026. <br />Teste: <br />City Clerk <br />
