ORDINANCE NO. 2026-27 <br />AN ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,500,000 <br />FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE <br />FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR ADULT <br />COMPETENCY RESTORATION SERVICES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts reimbursement funding in the amount of not to exceed <br />$1,500,000 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriates said funds in the FY 2026 Behavioral Healthcare Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services for adult competency restoration services. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting entity. <br />4. That a local match of 10% is required as a condition of the funding, which <br />match has previously been appropriated to the FY 2026 Behavioral Healthcare Service <br />Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $1,500,000. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on April 14, 2026. <br />Teste: <br />City Clerk <br />
