ORDINANCE NO. 2026-20 <br />AN ORDINANCE ACCEPTING ADDITIONAL SUPPLEMENTAL NUTRITION <br />ASSISTANCE PROGRAM EMPLOYMENT & TRAINING FUNDING IN THE <br />AMOUNT OF $15,000 FROM THE VIRGINIA DEPARTMENT OF SOCIAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2026 SOCIAL <br />SERVICES FUND FOR ELIGIBLE USES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts additional Supplemental Nutrition Assistance Program <br />Employment & Training funding in the amount of $15,000 from the Virginia Department <br />of Social Services and appropriates said amount in the FY 2026 Social Services Fund <br />Budget. <br />2. That the appropriation shall be used by the Department of Social Services <br />for eligible uses, including education and employment-related training. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Social Services Fund budget annually until expended in their entirety or recaptured <br />by the granting agency. <br />4. That a local match in the amount of 15.5% is required as a condition of the <br />funding, which match has previously been appropriated in the FY 2026 Social Services <br />Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Social Services <br />Fund Budget are increased by $15,000. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on March 24, 2026. <br />Teste: <br />City Clerk <br />
