ORDINANCE NO. 2026-15 <br />AN ORDINANCE ACCEPTING ADDITIONAL SPECIALTY DOCKETS GRANT <br />FUNDING IN THE AMOUNT OF $35,073.91 FROM THE OFFICE OF THE <br />EXECUTIVE SECRETARY AT THE SUPREME COURT OF VIRGINIA AND <br />APPROPRIATING SAID FUNDS IN THE FY 2026 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR USE IN CONNECTION WITH THE <br />PORTSMOUTH ADULT RECOVERY COURT. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts additional Specialty Dockets Grant funding in the amount <br />of $35,073.91 from the Office of the Executive Secretary at the Supreme Court of <br />Virginia and appropriates said amount in the FY 2026 Behavioral Healthcare Service <br />Fund Budget. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services in connection with the Portsmouth Adult Recovery Court. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That a local match in the amount of 25% is required as a condition of the <br />funding, which match has previously been appropriated in the FY 2026 Behavioral <br />Healthcare Service Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $35,073.91. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on February 10, 2026. <br />Teste: <br />City Clerk <br />
