evaluate, reward or discipline other employees, or adjust grievances, or <br />effectively to recommend any such actions. With respect to the Fire Department, <br />"supervisor" includes all personnel at the rank of battalion chief or above. With <br />respect to the Department of Police, "supervisor" includes all personnel at the rank <br />of captain or above. <br />Temporary employee means an employee in a position that is for a specific <br />limited time without regard to the number of scheduled hours. Employees in <br />temporary positions are not entitled to benefits unless authorized by the City <br />Manager or designee. <br />Terms and Conditions of Employment means personnel policies and <br />practices, including procedures to resolve employee disciplinary grievances, <br />working conditions, health and safety matters, and hours/scheduling of work, <br />provided that matters reserved as City management rights in Section C of this <br />article are subject to bargaining only as may be provided therein. <br />Wages means hourly pay rates, salaries, and all forms of monetary <br />compensation for employees' services. <br />B. Employee rights. <br />(1) Employees shall have the right to organize, form, join, assist, and pay dues <br />or contributions to employee organizations, to bargain collectively <br />through an exclusive bargaining representative of their own choosing, and <br />to engage in other concerted activities for the purpose of collective <br />bargaining or other mutual aid and protection insofar as such activity is <br />not inconsistent with this section or prohibited by any other applicable <br />law. Employees shall also have the right to refrain from any or all such <br />activities. <br />
