ORDINANCE NO. 2026-96 <br />AN ORDINANCE ACCEPTING SPECIALTY DOCKETS GRANT FUNDING IN <br />THE AMOUNT OF $140,000 FROM THE SUPREME COURT OF VIRGINIA, <br />OFFICE OF EXECUTIVE SECRETARY, AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2027 BEHAVIORAL HEALTHCARE SERVICE FUND <br />FOR USE BY BHS TO SUPPORT THE OPERATION OF THE PORTSMOUTH <br />ADULT RECOVERY COURT. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Specialty Dockets Grant funding in the amount of $140,000 <br />from the Supreme Court of Virginia, Office of Executive Secretary, and appropriates said <br />amount in the FY 2027 Behavioral Healthcare Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to support the operation of the Portsmouth Adult Recovery Court. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2027 Behavioral <br />Healthcare Service Fund Budget are increased by $140,000. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 8, 2026. <br />Teste: <br />City Clerk <br />
