ORDINANCE NO. 2026-94 <br />AN ORDINANCE ACCEPTING ADDITIONAL LOCAL STAFF AND <br />OPERATIONS FUNDING IN THE AMOUNT OF $212,019 FROM THE <br />COMMONWEALTH OF VIRGINIA AND APPROPRIATING SAID FUNDS IN <br />THE FY 2027 SOCIAL SERVICES FUND FOR THE PURPOSE OF PAYING A <br />ONE-TIME 2.0% BONUS TO ELIGIBLE PORTSMOUTH DEPARTMENT OF <br />SOCIAL SERVICES EMPLOYEES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts additional Local Staff and Operations funding in the amount <br />of $212,019 from the Commonwealth of Virginia and appropriates said amount in the FY <br />2027 Social Services Fund Budget. <br />2. That the appropriation shall be used by the Department of Social Services <br />to pay a one-time bonus equal to 2.0% base salary to eligible employees. <br />3. That in accordance with Virginia Code § 15.2-1508 this ordinance <br />authorizes payment of the referenced bonus. <br />4. That a local match in the amount of 15.5% is required as a condition of the <br />funding, which local match has previously been appropriated in the FY 2027 Social <br />Services Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2027 Social Services <br />Fund Budget are increased by $212,019. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 8, 2026. <br />Teste: <br />City Clerk <br />
