ORDINANCE NO. 2026-87 <br />AN ORDINANCE ACCEPTING CHILD PSYCHIATRY AND CHILDREN'S <br />CRISIS RESPONSE FUNDING IN THE AMOUNT OF $96,585 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES, THROUGH THE HAMPTON -NEWPORT <br />NEWS COMMUNITY SERVICES BOARD AS REGIONAL FISCAL AGENT, <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2027 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR USE BY BHS TO PROVIDE CHILD <br />PSYCHIATRY AND CHILDREN'S CRISIS RESPONSE SERVICES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts $96,585 from the Virginia Department of Behavioral Health <br />and Developmental Services, through the Hampton -Newport News Community Services <br />Board as regional fiscal agent, and appropriates said amount in the FY 2027 Behavioral <br />Healthcare Service Fund. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to provide child psychiatry and children's crisis response services. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2027 Behavioral <br />Healthcare Service Fund Budget are increased by $96,585. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on August 25, 2026. <br />Teste: <br />City Clerk <br />
