ORDINANCE NO. 2025-19 <br />AN ORDINANCE ACCEPTING SHELTER PLUS CARE FUNDS IN THE <br />AMOUNT OF $780,395 FROM THE U.S. DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2025 BEHAVIORAL HEALTHCARE SERVICE FUND TO PROVIDE HOUSING <br />AND SUPPORTIVE SERVICES FOR CHRONICALLY HOMELESS <br />INDIVIDUALS AND FAMILIES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it hereby accepts Shelter Plus Care funds in the amount of $780,395 <br />from the U.S. Department of Housing and Urban Development and appropriates said <br />amount in the FY 2025 Behavioral Healthcare Service Fund Budget. <br />2. That the funds shall be used by the Department of Behavioral Healthcare <br />Services to provide housing and supportive services for chronically homeless individuals <br />and families. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended by the City <br />or withdrawn by the granting entity. <br />4. That no additional local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2025 Behavioral <br />Healthcare Service Fund Budget are increased by $780,395. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on March 25, 2025. <br />Teste: <br />City Clerk <br />
