purpose and intent of this chapter and that the following criteria have been <br />satisfied: <br />1. Within any RPA, the proposed development is a water -dependent facility or <br />redevelopment; <br />2. The disturbance of any wetlands will be minimized and the applicant will <br />provide a statement on the plans that wetland permits will be obtained prior <br />to the issuance of any other permits or approvals; <br />3. Proposed erosion and sediment control concepts are adequate to achieve the <br />reductions in runoff and prevent off-site sedimentation; <br />4. Proposed stormwater management concepts are adequate to control the <br />stormwater runoff to achieve the required performance standard for pollutant <br />control; <br />5. Proposed revegetation of disturbed areas will provide optimum erosion and <br />sediment control benefits and water quality improvements, including <br />retarding runoff, preventing erosion, and filtering nonpoint source pollution; <br />6. The cumulative impact of the proposed development, when considered in <br />relation to other development in the vicinity, both existing and proposed, will <br />not result in a significant degradation of water quality; and <br />7. The development, as proposed, is consistent with the purpose and intent of <br />this chapter. <br />The city engineer shall require additional mitigation where potential impacts have <br />not been adequately addressed. Evaluation of mitigation measures will be made <br />by the city engineer based on the criteria listed in subsections (e)(5)a. and (e)(5)b. <br />of this section. <br />(f) Resiliency Assessment. <br />(1) Purpose and intent. The purpose of the resiliency assessment is to: <br />a. Identify the potential impacts on proposed development of sea -level rise, storm <br />surge, and flooding within the RPA; <br />b. Assess such impacts on the buffer function considering proposed development; <br />and <br />Identify alterations, conditions, or adaptation measures where necessary and <br />appropriate. <br />(2) Resiliency assessment required. A resiliency assessment is required for any proposed <br />development within an RPA in addition to all other requirements of this and other <br />local ordinances. A resiliency assessment will be based upon the RPA as delineated at <br />the time of the proposed land development. <br />(3) The following elements shall be included in the preparation and submission of a <br />resiliency assessment: <br />a. A scaled drawing of the proposed development that includes the RPA and RMA <br />boundaries, required setbacks, existing topography, and a graphic depiction of the <br />Pic <br />
