7. Indicates the location of dredge material and location of dumping area for <br />such material; <br />8. Indicates the location of and impacts on shellfish beds, submerged aquatic <br />vegetation, and fish spawning areas; and <br />9. Describes the proposed mitigation measures for the potential hydrogeological <br />impacts which may include: <br />(i) Proposed erosion and sediment control concepts which may include <br />minimizing the extent of the cleared area, perimeter controls, reduction <br />of runoff velocities, measures to stabilize disturbed areas, schedule and <br />personnel for site inspection; <br />(ii) Proposed stormwater management system; <br />(iii) Creation of wetlands to replace those lost; and <br />(iv) Minimizing cut and fill. <br />A landscape element that describes the proposed measures for mitigation of the <br />water quality and land impacts within CBPAs. Possible mitigation measures <br />include: <br />Replanting schedule for trees and other significant vegetation removed for <br />construction, in accordance with section 40.2-304(J) of this Code. <br />2. Demonstration that the design of the plan will preserve to the greatest extent <br />possible any significant trees and vegetation on the site and will provide <br />maximum erosion control and overland flow benefits from such vegetation. <br />3. Demonstration that indigenous plants are to be used to the greatest extent <br />possible. <br />(5) Evaluation procedure. <br />a. Upon the completed review of a minor water quality impact assessment, the city <br />engineer will determine if the following criteria have been satisfied: <br />1. The proposed encroachment is necessary due to the inability to place <br />improvements elsewhere on the site to avoid disturbance of the buffer area; <br />2. Land disturbance and impervious surfaces area is minimized and existing <br />vegetation is preserved to the extent practicable given the site conditions and <br />the proposed use; <br />Proposed vegetative mitigation measures, including the revegetation plan and <br />site design, result in minimal disturbance to all components of the RPA, <br />including the 100 -foot buffer area; <br />4. Additional best management practices proposed, where required, achieve the <br />requisite reductions in pollutant loadings; and <br />5. The development, as proposed, meets the purpose and intent of this chapter. <br />b. Upon the completed review of a major water quality impact assessment, the city <br />engineer will determine if the proposed development is consistent with the <br />19 <br />
