ORDINANCE NO. 2025-97 <br />AN ORDINANCE ACCEPTING PROJECTS FOR ASSISTANCE IN <br />TRANSITION FROM HOMELESSNESS PROGRAM FUNDS IN THE AMOUNT <br />OF $53,715 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND <br />FOR THE PROVISION OF SERVICES TO THE HOMELESS AND THOSE AT <br />RISK OF BECOMING HOMELESS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it hereby accepts Projects for Assistance in Transition from <br />Homelessness Program funding in the amount of $53,715 from the Virginia Department <br />of Behavioral Health and Developmental Services and appropriates said amount in the <br />FY 2026 Behavioral Healthcare Service Fund. <br />2. That the funds shall be used by the Department of Behavioral Healthcare <br />Services for the provision of services to the homeless and those at risk of becoming <br />homeless. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended by the City <br />or withdrawn by the granting entity. <br />4. That a local match of funds or in-kind services in the amount of 10% is <br />required as a condition of the funding. The funding required to meet the match <br />requirement has previously been appropriated in the FY 2026 Behavioral Healthcare <br />Service Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $53,715. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on October 28, 2025. <br />Teste: <br />City Clerk <br />
