ORDINANCE NO. 2025-96 <br />AN ORDINANCE ACCEPTING JAIL DIVERSION FUNDING IN THE <br />AMOUNT OF $50,451 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2026 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR USE BY BHS TO EXPAND DIVERSION <br />EFFORTS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Jail Diversion funding in the amount of $50,451 from the <br />Virginia Department of Behavioral Health and Developmental Services and appropriates <br />said amount in the FY 2026 Behavioral Healthcare Service Fund Budget. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to expand Jail Diversion Program efforts. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That a local match of funds or in-kind services in the amount of 10% is <br />required as a condition of the funding. The funding required to meet the match <br />requirement has previously been appropriated in the FY 2026 Behavioral Healthcare <br />Service Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $50,451. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on October 28, 2025. <br />Teste: <br />City Clerk <br />
