ORDINANCE NO. 2025-92 <br />AN ORDINANCE ACCEPTING STEP -VA FUNDING IN THE AMOUNT OF <br />$285,612 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH <br />AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY <br />BHS TO PROVIDE TARGETED CASE MANAGEMENT, CARE <br />COORDINATION, AND PSYCHIATRIC REHABILITATION. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts STEP -VA funding in the amount of $285,612 from the <br />Virginia Department of Behavioral Health and Developmental Services and appropriates <br />said amount in the FY 2026 Behavioral Healthcare Service Fund Budget. <br />2. That the appropriation shall be used by the Department of Behavioral <br />Healthcare Services to provide targeted case management, care coordination, and <br />psychiatric rehabilitation. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended in their <br />entirety or recaptured by the granting agency. <br />4. That a local match of funds or in-kind services in the amount of 10% is <br />required as a condition of the funding. The funding required to meet the match <br />requirement has previously been appropriated in the FY 2026 Behavioral Healthcare <br />Service Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $285,612. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on October 28, 2025. <br />Teste: <br />City Clerk <br />
