ORDINANCE NO. 2025-86 <br />AN ORDINANCE ACCEPTING $1,500,000 FROM THE VIRGINIA <br />DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS FUND FOR USE <br />BY FORKIDS, INC. TO EXPAND EVICTION PREVENTION PROGRAMS AND <br />PROVIDE TARGETED SUPPORT FOR MCKINNEY-VENTO ELIGIBLE <br />CHILDREN AND YOUTH IN THE REGION. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it hereby accepts $1,500,000 from the Virginia Department of <br />Housing and Community Development and appropriates said amount in the FY 2026 <br />Grants Fund. <br />2. That in accordance with Chapter 725, 2025 Acts of Assembly, <br />Reconvened Session, the funds shall be provided to ForKids, inc. to expand eviction <br />prevention programs and provide targeted support for McKinney-Vento eligible children <br />and youth in the region. <br />3. That no local match is required as a condition of the funding. <br />4. That estimated revenues and expenditures in the FY 2026 Grants Fund <br />Budget are increased by $1,500,000. <br />5. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on October 28, 2025. <br />Teste: <br />City Clerk <br />
