Sec. 33.1-30. Preliminary plan review—Submittal requirements; major and minor
<br />subdivisions.
<br />The preliminary plan for a minor or major subdivision shall be on a blue -line or black -line
<br />print. If more than one sheet is used, sheets shall be numbered in sequence and an index shall be
<br />provided on the first sheet. The preliminary plan for a minor or major subdivision shall include
<br />the following information:
<br />(a) The name of the subdivision, owner, subdivider, and surveyor or engineer, the date of
<br />drawing, number of sheets, north arrow, graphic scale, legend for all symbols used, the
<br />names of all subdivisions immediately adjacent thereto, and the names of the owners of
<br />record of adjacent unsubdivided property. Meridian shown shall be based on City of
<br />Portsmouth geodetic control network. If shown on more than one sheet, match lines
<br />shall clearly indicate where the several sheets join. The preliminary plan shall also list
<br />any proffers or use permit conditions that affect the property.
<br />(b) The location of the proposed subdivision on an inset map at a scale of not less than one
<br />inch equals 1,000 feet, showing adjoining roads, their names and numbers,
<br />subdivisions and other landmarks.
<br />(c) A closed boundary survey, or existing survey of record, total acreage, acreage of
<br />subdivided area, existing buildings, existing graves, objects or structures marking a
<br />place of burial, names of owners and existing property lines within the boundaries of
<br />the tract and for adjacent properties thereto, proposed monuments, lots, lot numbers,
<br />lot areas, blocks, building setback and yard lines. The boundary survey shall conform
<br />to the requirements of Section 18VAC10-20-370 of the Code of Virginia.
<br />If any exceptions have been granted by the agent in accordance with section 33.1-23,
<br />the preliminary plan shall include a note detailing any exception so granted. In addition
<br />any use permit conditions, variances or proffers attached to the property shall also be
<br />noted.
<br />(d) All existing, platted and proposed streets, both private and public, including their
<br />names, numbers and widths; existing and proposed utility or other easements, culverts,
<br />drains, watercourses, lakes, their names and other pertinent data. If the streets are to be
<br />private, the plan shall include a private streets declaration in accordance with section
<br />33.1-19.
<br />(e) Where the plan includes or abuts any natural or artificial body of water, show the
<br />approximate high waterline, bulkhead and pierhead lines where officially established,
<br />top of bank and toe of slope, proposed elevations and slopes for grading, and FEMA
<br />flood map and floodplain information.
<br />(f) Lot lines with dimensions and proposed setback lines; if a residential lot, the total
<br />number, type, and density per type of dwelling units to be placed thereon if more than
<br />one.
<br />(g) All parcels of land proposed to be dedicated or reserved for public use, and the
<br />conditions, if any, of such dedication.
<br />(h) A statement that appropriate erosion and sediment control methods shall be utilized
<br />prior to any clearing, grading or construction.
