ORDINANCE NO. 2025-81 <br />AN ORDINANCE ACCEPTING $500,000 OF OPERATION STOP! <br />CATEGORICAL AID FROM THE VIRGINIA OPIOID ABATEMENT <br />AUTHORITY AND APPROPRIATING SAID AMOUNT TO THE FY 2026 <br />BEHAVIORAL HEALTHCARE SERVICE FUND BUDGET FOR THE <br />PURPOSE OF ADDRESSING OPIOID USE. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts $500,000 of Operation Stop! categorical aid from the <br />Virginia Opioid Abatement Authority and appropriates said amount to the FY 2026 <br />Behavioral Healthcare Service Fund Budget. <br />2. That the funds shall be used by the Department of Behavioral Healthcare <br />Services and the subrecipient, the Portsmouth Health Department, for the purpose of <br />addressing opioid use. <br />3. That to the extent not expended during Fiscal Year 2026, the funds shall <br />be deemed reappropriated into the Behavioral Healthcare Service Fund budget annually <br />until expended in their entirety or recaptured by the granting agency. <br />4. That no local match is required as a condition of the funding. <br />5. That estimated revenues and expenditures in the FY 2026 Behavioral <br />Healthcare Service Fund Budget are increased by $500,000. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 23, 2025. <br />Teste: <br />City Clerk <br />
