ORDINANCE NO. 2025-80 <br />AN ORDINANCE TO RE -APPROPRIATE A DONATION IN THE AMOUNT OF <br />$5,700 BY THE DELONG COMPANY, INC. FROM THE FUND BALANCE OF <br />THE GENERAL FUND TO THE FY 2026 GENERAL FUND BUDGET FOR USE <br />BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />I. That it appropriates $5,700 from the Fund Balance of the General Fund to <br />the FY 2026 General Fund Budget. <br />2. That the original source of the funds was a donation by The Delong <br />Company, Inc. that was originally appropriated in May 2025 and lapsed at the end of the <br />FY 2025 Fiscal Year. <br />3. That the funds shall be used by the Department of Fire, Rescue and <br />Emergency Services to acquire technological equipment. <br />4. That to the extent not expended during Fiscal Year 2026, the funds shall <br />be deemed reappropriated annually until expended in their entirety. <br />5. That no local match was required as a condition of the donation. <br />6. That estimated revenues and expenditures in the FY 2026 General Fund <br />Budget are increased by $5,700. <br />7. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 23, 2025. <br />Teste: <br />City Clerk <br />
