EXHIBIT A <br />1. Section 40.2-212 of the City Code is amended as follows. <br />Sec. 40.2-212. Public and institutional uses. <br />Institutions <br />CIVIC, SOCIAL, OR FRATERNAL CLUBS OR LODGES—A structure and <br />related facilities owned and operated by a corporation, association, or group of <br />individuals established for fraternal, social, educational, recreational, or cultural <br />enrichment of its members and primarily not for profit, whose members meet <br />certain prescribed qualifications for membership and pay dues, and which is not a <br />private club. <br />PRIVATE CLUB—A type of civic, social or fraternal club or lodge which (1) has <br />or intends to obtain a mixed beverage retail license for a "club" as defined in Va. <br />Code § 4.1-100 from the Virginia Alcoholic Beverage Control Authority and (2) <br />regularly charges for alcohol sales to members or guests. <br />1 <br />
