ORDINANCE NO. 2025-54 <br />AN ORDINANCE ACCEPTING FAMILY PRESERVATION AND SUPPORT <br />PROGRAM FUNDING IN THE AMOUNT OF $9,248 FROM THE VIRGINIA <br />DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND FOR THE PROVISION <br />OF SERVICES TO CHILDREN AND FAMILIES MEETING THE ELIGIBILITY <br />REQUIREMENTS OF THE PROGRAM. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it accepts Family Preservation and Support Program funding in the <br />amount of $9,248 from the Virginia Department of Social Services and appropriates said <br />amount in the FY 2026 Social Services Fund Budget. <br />2. That the appropriation shall be used for the provision of services to <br />children and families meeting the eligibility requirements of the program. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Social Services Service Fund budget annually until expended in their entirety or <br />recaptured by the granting agency. <br />4. That a local match in the amount of 15.5% is required as a condition of the <br />funding, which local match has previously been appropriated in the FY 2026 Social <br />Services Fund Budget. <br />5. That estimated revenues and expenditures in the FY 2026 Social Services <br />Fund Budget are increased by $9,248. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on July 22, 2025. <br />Teste: <br />City Clerk <br />
