ORDINANCE NO. 2025-47 <br />AN ORDINANCE (1) TO RE -APPROPRIATE UNEXPENDED FEDERAL <br />GRANT FUNDS IN THE AMOUNT OF $45,441,964 FROM THE FY 2024 <br />PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET TO THE FY <br />2025 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET AND (2) <br />TO APPROPRIATE NEW FEDERAL GRANT FUNDS IN THE AMOUNT OF <br />$2,789,480 TO THE FY 2025 PORTSMOUTH PUBLIC SCHOOLS GRANTS <br />FUND BUDGET. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it appropriates the sum of $48,231,444 into the FY 2025 Grants <br />Fund Budget for the Portsmouth Public Schools. <br />2. That the source of the appropriation is (1) federal grant funds in the <br />amount of $45,441,964 that were appropriated in the FY 2024 PPS Grants Fund Budget <br />and not expended prior to July 1, 2024 and (2) federal grant funds in the amount of <br />$2,789,480 that were received from the federal government during FY 2025. <br />3. That the estimated revenues and expenditures in the FY 2025 Portsmouth <br />Public Schools Grants Fund Budget are increased by $48,231,444. <br />4. That the revised funding appropriation for the FY 2025 Portsmouth Public <br />Schools Grants Fund Budget is as shown on Exhibit A hereto. <br />5. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on June 24, 2025. <br />Teste: <br />City Clerk <br />
