3. That the sum of $25,063,556 be, and the same hereby is, appropriated to the PPS Grant Fund for Fiscal Year 2026. 4. That the sum of $12,258,558 be, and the same hereby is, appropriated to the PPS Food Services Fund for Fiscal Year 2026. 5. That the sum of $23,700,000 be, and the same hereby is, appropriated to the PPS Risk Management Fund for Fiscal Year 2026. 6. That the sum of $1,931,881 be, and the same hereby is, appropriated to the PPS Textbook Fund for Fiscal Year 2026. 7. That the FY 2026 Local Share shall be delivered to Portsmouth Public Schools in twelve equal monthly payments. 8. That the appropriation of any funds other than the Local Share to Portsmouth Public Schools by this or any other ordinance shall be subject to and conditioned upon the receipt of those funds from the federal government, the state government, or any other source of Portsmouth Public Schools Revenues as shown in Section 1 above. 9. That, except to the extent provided by Ordinance 2024-138 adopted on December 10, 2024, all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2026 Portsmouth Public Schools budget shall lapse at the end of the fiscal year, as provided under Section 22.1-100(A) of the Code of Virginia. Except to the extent provided by Ordinance 2024-138, funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re - appropriation by the City Council. 10. That this ordinance shall take effect on July 1, 2025. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on May 13, 2025. Teste: City Clerk.
