(i) A minimum of two (2) windows on each upper floor; <br />(ii) Trim or detailing consistent with the front facade design; <br />(iii) For any unit with a rear -facing entrance or deck, the rear entry <br />treatment shall include integrated lighting, railings, and defined <br />access from shared open space or parking areas; <br />(iv) Consistent use of primary exterior materials — rear facades must <br />not downgrade to lower -grade materials. <br />(o) End units, due to their visibility from multiple sides, shall receive <br />enhanced architectural treatment. End unit side elevations must include: <br />(i) A minimum of two (2) vertically aligned windows per floor with <br />consistent trim and detail; <br />(ii) Articulated side facades using projections, material changes, or <br />color variation to avoid large blank wall planes; <br />(iii) Continuous material wrap-around from the front fagade to maintain <br />architectural integrity. <br />(p) Prior to issuance of any building permits, the developer or subsequent <br />builder shall submit a design package to the Planning Department for <br />review and approval. The package shall include: <br />(i) Typical building elevations (front, rear, side) showing roofline <br />variation, front and rear articulation, and end unit enhancements, <br />consistent with the design guidelines stated in these Use Permit <br />conditions; <br />(ii) Exterior material specifications, consistent with the design <br />guidelines stated in these Use Permit conditions, and color palette; <br />(iii) Roof material samples and documentation of warranty terms, <br />consistent with the design guidelines stated in these Use Permit <br />conditions. <br />(q) These conditions shall run with the land and apply to any subsequent <br />owner, developer, or builder. No building permit shall be issued unless <br />the City confirms compliance with these standards. <br />7. REVOCATION OF PERMIT: Violation of any of the conditions set <br />forth herein may serve as grounds for revocation of the use permit by City Council. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held <br />on August 26, 2025. <br />Teste: <br />City Clerk <br />
