(i) All taxes/fees associated with the property shall be paid when due, as <br />determined by the City Treasurer. <br />(j) For each townhouse, the finished floor elevation of the first habitable level <br />shall be a minimum of sixteen (16) inches above the average finished <br />grade at the front of the structure. <br />(k) The exterior fagade materials for all elevations (front, rear, and sides) of <br />each townhouse shall consist of one or more of the following high-quality, <br />durable materials: <br />(i) Brick veneer or stone; <br />(ii) Cement -based siding (e.g. HardiePlank); <br />(iii) High-quality vinyl siding with a minimum thickness of 0.044 <br />inches, limited to lapped or beaded profiles only; <br />(iv) Cement -fiber board siding (e.g. LP SmartSide or an approved <br />equal). <br />Alternative materials must be approved by the Portsmouth Planning <br />Department or Design Review Committee prior to construction. <br />(1) Roofing materials shall be limited to architectural -grade fiberglass <br />shingles with a minimum 25 -year manufacturer warranty, standing seam <br />metal roofing, or copper. Standard three -tab shingles shall not be <br />permitted. <br />(m) The following design elements shall be incorporated to enhance <br />architectural character and reduce uniformity: <br />(i) Rooflines: A minimum of two (2) distinct roofline profiles shall be <br />used across the development. Rooflines must vary in height or <br />orientation across front facades to provide visual interest and <br />articulation. <br />(ii) Front Fagade Articulation: Each unit shall incorporate at least one <br />(1) front facing architectural projection or recess (e.g. bay window, <br />porch, stoop, entry recess) to break up flat wall planes and create a <br />more human -scaled street presence. <br />(iii) Windows: All front facades shall include a minimum of two (2) <br />windows per story, with architectural detailing such as trim, grids, <br />or shutters that are consistent with the building's overall design <br />character. <br />(n) Rear elevations shall not consist solely of blank or unarticulated walls. <br />Each rear elevation must include: <br />
