EXHIBIT A <br />Approved 2026 Federal Public Policy Legislative Initiatives <br />Federal Legislative Requests: <br />1. Item: Request for a Congressional Study of the Payment in Lieu of Taxes <br />Program. <br />Rationale: This request is for an updated study on the federal Payment In Lieu <br />of Taxes (P.I.L.O.T.) program. This program has not been updated since the <br />1980s, and when it was, the recommendations were not implemented. Through a <br />series of surveys conducted, nine localities in Virginia with federally occupied <br />land have expressed interest in supporting this request. The municipalities and <br />their Congressional Representatives include: <br />• City of Norfolk — Bobby Scott <br />• City of Poquoson — Rob Whittman <br />• Giles County — Morgan Griffith <br />• County of Henry — Morgan Griffith <br />• Town of Narrows — Morgan Griffith <br />• Prince George's County — Jennifer McClellan <br />• York County — Rob Whittman <br />• Amherst County — John McGuire <br />• Madison County — John McGuire <br />This list represents five of the nine congressional representatives for Virginia and <br />is a reasonable, bipartisan effort. We are working with Congressman Scott's <br />office on this request and will seek the support of Senators Warner and Kaine. <br />2. Item: Overpass/Rail Grades Separation - Federal Grant to Study Addressing <br />this Matter in Portsmouth, VA. <br />Rationale: The growing number of freight trains in length and weight is causing <br />problems with three main arteries in the city. Due to the density of the areas with <br />businesses and housing, an overpass is not feasible. But this is a matter that <br />must be addressed. Therefore, the City will seek guidance and information <br />regarding grants to study the matter and provide recommendations for solutions. <br />
