3. That the sum of $22,445,509 be, and the same hereby is, appropriated to the PPS <br />Grant Fund for Fiscal Year 2025. <br />4. That the sum of $11,242,350 be, and the same hereby is, appropriated to the PPS <br />Food Services Fund for Fiscal Year 2025. <br />5. That the sum of $23,600,000 be, and the same hereby is, appropriated to the PPS <br />Risk Management Fund for Fiscal Year 2025. <br />6. That the sum of $1,986,945 be, and the same hereby is, appropriated to the PPS <br />Textbook Fund for Fiscal Year 2025. <br />7. That the FY 2025 Local Share shall be delivered to Portsmouth Public Schools <br />in twelve equal monthly payments. <br />8. As of the date of adoption of this Ordinance, the Commonwealth of Virginia has <br />not finalized its budget for Fiscal Year 2025. It is anticipated that the Commonwealth's <br />adopted budget will appropriate funding for 3% teacher and school support staff raises (the <br />"3% State Raises"). City Council is committed to providing funding for the 3% State Raises <br />in FY 2025 if and to the extent the Commonwealth does not. Therefore, the City's FY 2025 <br />Operating Budget Ordinance proposes to appropriate $3,104,586 to a line item in the <br />General Fund labeled "Council Priority Contingency". To the extent the Commonwealth <br />does not fully fund the 3% State Raises, the Council Priority Contingency shall be used for <br />that purpose (up to a maximum amount of $3,104,586). <br />9. That the appropriation of any funds other than the Local Share to Portsmouth <br />Public Schools by this or any other ordinance shall be subject to and conditioned upon the <br />receipt of those funds from the federal government, the state government, or any other <br />source of Portsmouth Public Schools Revenues as shown in Section 1 above. <br />10. That all unspent appropriations under this ordinance or any ordinance <br />appropriating funds for the FY 2025 Portsmouth Public Schools budget shall lapse at the <br />end of the fiscal year, as provided under Section 22.1-100 of the Code of Virginia. Funds <br />encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations <br />that will require re -appropriation by the City Council. <br />11.
