ORDINANCE NO. 2024-89 <br />AN ORDINANCE ACCEPTING SUBSTANCE USE COMMUNITY BASED <br />EXPANSION FUNDS IN THE AMOUNT OF $196,775.15 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2025 <br />BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS TO <br />PROVIDE TREATMENT TO THE UNINSURED AND UNDERINSURED <br />SUBSTANCE USE DISORDER POPULATION. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it hereby accepts Substance Use Community Based Expansion funds <br />in the amount of $196,775.15 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriates said amount in the FY 2025 Behavioral <br />Healthcare Service Fund. <br />2. That the funds shall be used to provide treatment to the uninsured and <br />underinsured substance use disorder population. <br />3. That, to the extent not expended, the funds shall be deemed reappropriated <br />into the Behavioral Healthcare Service Fund budget annually until expended by the City <br />or withdrawn by the granting entity. <br />4. That no local match is required as a condition of the funding at this time. <br />5. That estimated revenues and expenditures in the FY 2025 Behavioral <br />Healthcare Service Fund Budget are increased by $196,775.15. <br />6. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 10, 2024. <br />Teste: <br />City Clerk <br />
