Appropriateness (COA) by the Downtown Design Committee (DDC) prior <br />to the commencement of work. <br />(c) Prior to initially operating the approved use and so long as the use remains <br />in operation, the owners and/or operators shall install and maintain digital <br />video equipment with recording capabilities sufficient to indicate the date <br />and time that the recording is made. The recording shall provide <br />surveillance coverage encompassing the front, side, and rear exteriors of <br />the establishment for 24 hours a day, 7 days a week. Recorded data must <br />be maintained in a condition permitting review of the information for a <br />period of no less than thirty days. <br />(d) Prior to any land disturbance on the subject property, a Site Plan must be <br />submitted to the Engineering Department for review and approval as and <br />to the extent required by the City Code. All excavation, land disturbance, <br />and construction/development activities on the property must be in full <br />compliance with the City Code. <br />(e) Prior to initially operating the approved use, a Zoning Permit from the <br />City Zoning Administrator and a Certificate of Occupancy (CO) from the <br />Department of Permits and Inspections must be obtained. <br />(f) Prior to initially operating the approved use, the operator must obtain <br />permission from the Engineering Department to utilize Guardian Court, or <br />develop an alternative plan that is approved by the Engineering <br />Department, for the pickup and delivery of children in a way that does not <br />require children to have to cross vehicular travel ways to enter or exit the <br />center. <br />(g) The operator shall be required to install and pay the cost of any <br />improvements required to provide a designated safe drop-off and pick-up <br />area. <br />(h) The operator must prepare plans for late opening and early dismissal in the <br />event of a flooding event which may inhibit access to a safe drop-off and <br />pick-up area. The plans must be submitted to the Zoning Administrator <br />for review and approval. <br />(i) The establishment must be operated in compliance with any maximum <br />occupancy load established by the Building Official. <br />(j) Any construction on the subject property must be conducted in compliance <br />with all applicable local, state, and federal codes, ordinances, and <br />regulations. All required licenses and permits must be obtained and <br />maintained as required until completion of the work. <br />
