(a) Whenever the owner of a commercial premises elects not to sign a contract <br />for water service tho oast,.,.... in .......:o., 32 "' or repudiates or <br />cancels a contract previously signed by him, <br />the pwmises any tenant applying for QW--water <br />service must sign a contract in a form approved by the city manager and <br />r a deposit equal in amount to the <br />estimated bill commensurate with the size of the service and the normal <br />billing period for the premises, including charges for water service and <br />utility taxes based thereon, if any. The tenant must provide said deposit by <br />no later than the end of the first billing cycle after water service has been <br />commenced. The deposit may be provided in any form of payment accepted <br />by the city treasurer. <br />(b) A deposit made under this section shall be held by the department of public <br />utilities until the occupant of the premises moves from the same, at which <br />time any portion of the deposit due shall be returned without interest to the <br />person by whom it was made, provided the meter has been read and the <br />balance of charges or fees to date deducted from the amount of the deposit. <br />If the deposit is not sufficient to pay all charges and fees up to the date on <br />which the tenant vacates the premises in question, the tenant shall pay the <br />balance due. <br />7. That a new Article XVI titled "Camera Speed Monitoring and Enforcement <br />in School Crossing Zones and Highway Work Zones" is added to Chapter 22 (Motor <br />Vehicles and Traffic) as shown below for the purpose of authorizing the police department <br />to install photo speed monitoring devices in school crossing zones and highway work zones <br />and providing for a $100 civil penalty for operators of vehicles found, as evidenced by <br />information obtained from a photo speed monitoring device, to have travelled at speeds of <br />at least 10 miles per hour above the posted zone speed limit. Except as expressly shown <br />in this ordinance, Chapter 22 is not otherwise amended. <br />ARTICLE XVI. — CAMERA SPEED MONITORING , AND <br />ENFORCEMENT IN SCHOOL CROSSING ZONES AND HIGHWAY <br />WORK ZONES. <br />Sec. 22 -831. — Legal authority. <br />This article is adopted pursuant to the authority of Code of Virginia. & 46.2- <br />882.1. <br />Sec, 22 -832. — Camera speed monitoring and enforcement. <br />(a) The police department may install and operate photo speed monitoring <br />devices, within the boundaries of the city, in school crossing zones for the <br />purpose of recording violations of Code of Virginia, § 46.2 -873 and in <br />
