Subsection 40.2- 304(C)(6) of the City Code is amended as follows. <br />Sec. 40.2 -304. Landscaping and Screening. <br />(C) General Requirements. <br />(6) Easements. <br />(1) Nothing except groundcover shall be planted or installed within any <br />underground utility, drainage easement, gas easement, or within five <br />feet of any underground utility line without the consent of the utility <br />provider, easement holder, or the City, as appropriate. <br />(ii) Understory trees may be used beneath overhead utilities where <br />canopy trees are required, provided that three (3) understory trees are <br />substituted for every one (1) canopy tree required. <br />48.
