(ii) The condition, location, or use of the property, or the history <br />of activity in the area, indicates that the land or any materials <br />stored or used on it are in significantly greater danger of theft <br />or damage than surrounding land, or represent a significant <br />hazard to public safety without an increase in the height of <br />the outdoor lighting; <br />(iii) The proposed increase in the height of the outdoor lighting <br />will not have a significant adverse effect on the security, <br />functioning, appearance, and value of adjacent properties or <br />the surrounding area, <br />(iv) The proposed increase in the height of the outdoor lighting <br />will not limit the visibility of pedestrians, bicyclists, or <br />motorists from streets, alleys, or driveways; <br />(v) Other measures cannot reasonably be implemented to achieve <br />the goals of the applicant; and <br />(vi) The authorized increase in the height of outdoor lighting does <br />not exceed seven and one -half (7.5) feet above the thirty (30) <br />foot maximum. <br />31.
