EXHIBIT A <br />Approved 2024 State Legislative/Budget and Public Policies Initiatives <br />In Brief <br />The items listed below have been shared with and approved by the Portsmouth City <br />Council for inclusion in the City's 2024 State Legislative Initiatives Package adopted by <br />Resolution on November 28, 2023. <br />Legislative Initiatives: <br />For the 2024 Virginia General Assembly, the Portsmouth City Council requests the <br />following two legislative initiatives: <br />Portsmouth City Charter — Technical Amendments — Emergency Legislation <br />• Amend Chapter 3. City Council, section 3.02 (Nomination of candidates) <br />o Aligns date with Virginia Code for candidate filing deadline <br />Amend Chapter 3. City Council, section 3.04 (City Council vacancies) <br />o Aligns other sections of City Charter with the filing deadline date <br />change <br />o Aligns City Charter with Virginia Code changing the filling of a City <br />Council seat vacancy from 60 -days to 45 -days <br />2. Legislation establishment of a Model Criminal History Screening Policy for State <br />financially supported rental properties in Virginia <br />Fair Chance Access to State Financially Supported Rental Housing <br />Budget Initiatives: <br />The City of Portsmouth's 2024 Legislative Initiatives Package includes the following two <br />budget amendment requests: <br />1. Increase the Port Host Communities Revitalization Fund annually by $1.5M for a <br />total annual Fund of $3M <br />2. A minimum $2M Increase for Virginia Port Authority Road Impact Fees <br />Regional and Statewide Public Policy Initiatives: <br />As a rule, the Portsmouth City Council supports the 2024 State Legislative Priorities of <br />its numerous affiliate organizations such as the Virginia Municipal League, Virginia First <br />
