R -23 -34 <br />A RESOLUTION TO AMEND THE RULES OF ORDER AND PROCEDURE OF THE <br />PORTSMOUTH CITY COUNCIL FOR THE PURPOSE OF CLARIFYING THE <br />PROCESS FOR THE REMOVAL OF MEMBERS FROM MEETINGS. <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Rules of <br />Order and Procedure of the Portsmouth City Council are amended by adding language to Part 1, <br />Section V (Decorum and Order) as follows. Except as expressly shown below, Part 1, Section V <br />is not otherwise amended. <br />Section V. DECORUM AND ORDER <br />The Presiding Officer shall decide all questions of order, without debate, which <br />shall be subject to appeal to the Council by any member thereof. A question of order <br />takes precedence over the question giving rise to it. Except for conduct reasonably <br />perceived as posing an immediate threat to the physical safety of the other members of <br />Council or the public, no member of Council shall be ejected from a Council meeting for <br />disorderly conduct except by majority vote of the members of Council then present. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held on July <br />25, 2023. <br />Teste: <br />City Clerk <br />
