storage facility having approximately 793 units at 0 Effingham Street (Tax Parcel 0029- 0090), being more particularly described as: UP -23 -11 0 Effingham Street (Tax Parcel 0029 -0090) ALL THAT certain lot, piece or parcel of land lying, situate and being in the City of Portsmouth, Virginia and designated as "Parcel A" on that certain plat titled "Minor Subdivision of the Property of Portsmouth Redevelopment and Housing Authority and Gerdau International, Inc. ", prepared by Stephen I. Boone & Associates, P.C., dated October 18, 2010 and recorded in the Clerk's Office of the Circuit Court for the City of Portsmouth, Virginia in Map Book 23 at Pages 48 -49. IT BEING a portion of the former Washington Park public housing community property. 6. That the use permit is approved subject to the following conditions which shall be observed by the applicant and any successor in interest: (a) The development shall be in substantial compliance with the concept plan entitled SAFSTOR SELF STORAGE SITE PLAN EFFINGHAM STREET PORTSMOUTH, VIRGINIA prepared by W &A Engineering dated December 7, 2020, except where modifications may be required to comply with all applicable local, state, and federal codes and regulations. (b) The development shall be in substantial compliance, including with respect to building design and construction materials, with the rendering and concept exterior elevations titled SAFSTOR EFFINGHAM PORTSMOUTH, VA AI -4 prepared by ADB Design Services dated March 21, 2023 and December 16, 2020, except where modifications may be required to comply with all applicable local, state, and federal codes and regulations. (c) Landscaping shall be installed, at a minimum, in substantial compliance with the landscape plan titled SAFSTORE SELF STORAGE LANDSCAPE CONCEPT PLAN prepared by W &A Engineering dated May 26, 2022, subject to minor modifications required to comply with all applicable local, state, and federal codes and regulations. This condition is not intended to preclude additional landscaping beyond that shown in the aforesaid landscaping plan, so long as the additional landscaping does not violate any applicable code or regulation.
