storage facility having approximately 793 units at 0 Effingham Street (Tax Parcel 0029- <br />0090), being more particularly described as: <br />UP -23 -11 <br />0 Effingham Street <br />(Tax Parcel 0029 -0090) <br />ALL THAT certain lot, piece or parcel of land lying, situate and being <br />in the City of Portsmouth, Virginia and designated as "Parcel A" on <br />that certain plat titled "Minor Subdivision of the Property of <br />Portsmouth Redevelopment and Housing Authority and Gerdau <br />International, Inc. ", prepared by Stephen I. Boone & Associates, P.C., <br />dated October 18, 2010 and recorded in the Clerk's Office of the <br />Circuit Court for the City of Portsmouth, Virginia in Map Book 23 at <br />Pages 48 -49. <br />IT BEING a portion of the former Washington Park public housing <br />community property. <br />6. That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br />(a) The development shall be in substantial compliance with the concept plan <br />entitled SAFSTOR SELF STORAGE SITE PLAN EFFINGHAM STREET <br />PORTSMOUTH, VIRGINIA prepared by W &A Engineering dated <br />December 7, 2020, except where modifications may be required to comply <br />with all applicable local, state, and federal codes and regulations. <br />(b) The development shall be in substantial compliance, including with <br />respect to building design and construction materials, with the rendering <br />and concept exterior elevations titled SAFSTOR EFFINGHAM <br />PORTSMOUTH, VA AI -4 prepared by ADB Design Services dated March <br />21, 2023 and December 16, 2020, except where modifications may be <br />required to comply with all applicable local, state, and federal codes and <br />regulations. <br />(c) Landscaping shall be installed, at a minimum, in substantial compliance <br />with the landscape plan titled SAFSTORE SELF STORAGE <br />LANDSCAPE CONCEPT PLAN prepared by W &A Engineering dated <br />May 26, 2022, subject to minor modifications required to comply with all <br />applicable local, state, and federal codes and regulations. This condition is <br />not intended to preclude additional landscaping beyond that shown in the <br />aforesaid landscaping plan, so long as the additional landscaping does not <br />violate any applicable code or regulation. <br />
