2022 -83 <br />AN ORDINANCE APPROVING CATEGORIES OF EXPENDITURES FOR <br />AMERICAN RESCUE PLAN ACT FUNDING. <br />WHEREAS, by Ordinance 2022 -61 adopted on August 9, 2022 City Council <br />appropriated the City's second round of American Rescue Plan Act (ARPA) funding in the <br />amount of $28,421,282 to the Grants Fund; and <br />WHEREAS, on September 14, 2022 City Council held a special meeting to discuss <br />proposed uses of the ARPA funding; and <br />WHEREAS, the purpose of this ordinance is to memorialize the consensus reached <br />at the special meeting regarding ARPA expenditures; <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br />I. That it hereby approves the categorical expenditures of ARPA funding as <br />shown on Exhibit A hereto. <br />2. That the City Manager is authorized to take such actions and establish such <br />schedules, processes, and guidelines as she deems necessary or appropriate to implement <br />the initiatives for which expenditures are hereby approved. <br />3. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on September 27, 2022. <br />Teste: <br />City Clerk <br />
