R -20 -43 <br />A RESOLUTION AUTHORIZING THE EXECUTION OF A COST SHARING <br />AGREEMENT WITH THE CITY OF NORFOLK FOR THE RELOCATION OF <br />WATERLINES NECESSITATED BY THE COMMONWEALTH RAILWAY <br />MARSHALLING YARD EXPANSION. <br />WHEREAS, as a result of the Commonwealth Railway Marshalling Yard <br />Expansion the City is required to relocate a thirty inch finished waterline from the <br />Commonwealth Railway right of way in Suffolk; and <br />WHEREAS, the City of Norfolk is similarly required to relocate a waterline in <br />close proximity to Portsmouth's line; and <br />WHEREAS, by partnering on the relocation Portsmouth and Norfolk have been <br />able to achieve an economy of scale to lower costs and to obtain a Rail Enhancement <br />Fund grant that will cover seventy percent of the eligible costs of the relocation; and <br />WHEREAS, the project is ready for bidding, land acquisition and construction, <br />and it is therefore necessary to enter into a formal agreement with Norfolk to cover <br />administration and cost sharing for the project, and to secure the REF grant funding; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that the City Manager is authorized to execute on behalf of the City <br />a Cost Sharing Agreement between the City of Norfolk and the City of Portsmouth for <br />Waterline Relocation in substantially the form attached hereto as Exhibit A. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at an electronic <br />meeting held on December 8, 2020. <br />Teste: <br />City Clerk <br />
