City of Portsmouth Zoning Ordinance <br />Article IL — Zoning Districts <br />Sec. 40.2 -204 — Industrial Zoning Districts <br />Neighborhood Mixed -Use (NMU) District <br />11/6/2020 <br />(1) Provide appropriately located lands for the full range of commercial uses needed by the <br />City's residents, businesses, and workers, consistent with the comprehensive plan; <br />(2) Strengthen the city's economic base, and provide employment opportunities close to <br />home for residents of the city; <br />(3) Create suitable environments for various types of commercial uses, and protect them from <br />the adverse effects of incompatible uses; <br />(4) Create suitable environments for various types of mixed use development, where <br />business, office, retail, and residential uses are designed and integrated in compatible <br />ways; and <br />(5) Minimize the impact of commercial development on residential districts and uses. <br />(B) Neighborhood Mixed -Use (NMU) District <br />The Neighborhood Mixed Use (NMU) district is established to accommodate a mix of <br />residential and small - scale, low- intensity, and "convenience" retail and service uses that <br />provide goods and services serving the residents of the immediately surrounding neighborhood <br />(e.g., personal service uses, restaurants, and limited retail). Development in the district should <br />not include uses of a size that are out of scale with a residential neighborhood. <br />(C) General Mixed -Use (GMU) District <br />The General Mixed -Use (GMU) district is established to provide a wide variety of professional <br />offices and institutions and a broad range of light and moderate intensity commercial uses <br />proximate to residential and more intense business districts so as to satisfy the demand for <br />services. The district regulations are designed to encourage the formation and continuance of <br />a compatible mixed -use environment that includes residential, commercial, and institutional <br />uses. <br />(D) High Intensity Mixed -Use (MU -H) District <br />The High- Intensity Mixed Use (MU -H) district is established to accommodate a mix of <br />residential and a diverse range of medium to high intensity retail, service, and office uses that <br />provide goods and services serving the residents and businesses in the community at large. The <br />district is typically located along major arterials or at the intersection of arterials. <br />Sec. 40.2 -204 — Industrial Zoning Districts <br />(A) General Purposes <br />The industrial zoning districts are established for the general purpose of ensuring there are <br />lands in the City that provide a wide range of industrial related uses to meet business needs, <br />and more specifically to: <br />(1) Provide appropriately located lands for the full range of industrial uses needed by the <br />City's residents, businesses, and workers, consistent with the comprehensive plan; <br />(2) Strengthen the city's economic base, and provide employment opportunities close to <br />home for residents of the city; <br />Page 10 <br />
