City of Portsmouth Zoning Ordinance <br />Article II. — Zoning Districts <br />Sec. 40.2 -203 — Commercial Zoning Districts <br />Neighborhood Residential (NR) District <br />11/6/2020 <br />(4) Provide for a diverse range of residential housing choice, affordability, and diversity with <br />varying housing densities, types, and designs, including accessory dwelling units; <br />(5) Provide for safe and efficient vehicular access and circulation and promote bicycle, <br />pedestrian, and transit - friendly neighborhoods; <br />(6) Provide for public services and facilities needed to serve residential areas and <br />accommodate public and semi - public land uses that complement residential development <br />or require a residential environment while protecting residential areas from incompatible <br />nonresidential development; and <br />(7) Create neighborhoods and preserve existing community character while accommodating <br />new infill development and redevelopment consistent with the city's goals and objectives. <br />(B) Neighborhood Residential (NR) District <br />The Neighborhood Residential (NR) district is established to accommodate single- family <br />detached residential dwellings at low densities. District regulations are intended to discourage <br />any use that substantially interferes with the development of single- family detached dwellings <br />or that is detrimental to the quiet residential nature of the district. <br />(C) General Residential (GR) District <br />The General Residential (GR) district is established to accommodate primarily single - family <br />detached, attached residential, and two -to four - family dwellings, subject to design standards <br />to ensure their compatibility with the single- family character of the district, at moderate <br />densities. District regulations are intended to discourage any use that substantially interferes <br />with the development of single- family, two - family, or three -to -four family dwellings, or that <br />is detrimental to the quiet residential nature of the district. <br />(D) Urban Residential (UR) District <br />The Urban Residential (UR) district is established to accommodate a range of residential <br />development as a principal use, along with mixed -use, neighborhood- serving commercial <br />development, and institutional uses to encourage diverse development. These districts are <br />mid - density, traditional neighborhoods. <br />(E) Multi - Family Urban Residential (LJR -M) District <br />The Multi- Family Urban Residential (UR -M) district is established to accommodate a diverse <br />range of residential development as a principal use, along with mixed -use, neighborhood - <br />serving commercial development, and institutional uses to encourage diverse development. <br />These districts are high- density, urban core settings. This district was formerly entitled High <br />Density Urban Residential (UR -H). <br />Sec. 40.2 -203 — Commercial Zoning Districts <br />(A) General Purposes <br />The commercial zoning districts are established for the general purpose of ensuring there are <br />lands in the City that provide a wide range of office, retail, service, mixed, and related uses <br />to meet household and business needs, and more specifically to: <br />Page 9 <br />
