2019-54 <br />AN ORDINANCE TO AMEND AND REORDAIN CHAPTER 2 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (2006), AS AMENDED, BY AMENDING <br />SECTION 2 -28 (BOARDS AND COMMISSIONS) TO CONFIRM THAT MEMBERS OF <br />BOARDS AND COMMISSIONS MUST BE PHYSICALLY PRESENT AT A MEETING <br />IN ORDER TO VOTE. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That Chapter 2 of the Code of the City of Portsmouth, Virginia (2006), as <br />amended, is hereby amended and reordained by amending subsection 2- 28(b)(3) as follows: <br />Sec. 2 -28. - Boards and commissions. <br />(b) Procedural rules. Boards and commissions appointed by the council and mayor shall be <br />governed by the following procedural rules: <br />(3) No matter shall be deemed approved by the members unless such matter has received <br />the affirmative vote of a majority of the members voting and physically present at the <br />time of voting. <br />2.
